Anon #1 - You know I have no idea how they decide who gets these. I don't even have a JCPenney card. My MIL has one but every time I get the $10/$10 she gets $10/$25.
I have never gotten even 1. I wonder what I have done wrong. I have a JCP credit Card. I must not use it enough.
